Cuepacs Dissatisfied, Boycotting 1 May


According to Cuepacs, the government is yet to meet a number of its demand, and is now planning to boycott 2 events which will be held in conjunction with the Labour Day, coming around this 1 May 2008.

Cuepacs or Kongres Kesatuan Pekerja Dalam Perkhidmatan Awam is the union body of Malaysia civil servants and is often in the forefront fighting for the employees’ right and welfare who are serving the government. At the moment, there are about 120,000 members registered with Cuepacs. Cuepacs also played its role in pressuring the government to review the salary which resulted in new salary scale or revision for in 2007.

A deadline of 29 May 2008 has been given to the government to make response to their demands, namely:

  • Honorarium, or ex-gratia payment for 2007, amounting to RM2,000 should be paid to 1.2 million employees in the civil service (since there was no bonus pay-out for the government sector in 2007)
  • Extension of retirement age from the present 55 years to 60 years
  • Abolishment of Efficiency Level Assessment (Penilaian Tahap Kecekapan or PTK). According to Cuepacs President, Omar Osman, studies done by Cuepacs indicated that objectives of the test were not met and that the test is not relevant the their profession
  • Maternity leave entitlement: extension to cover seven children instead of the current five, and first-class maternity wards regardless of position
  • Pension rate that reflects the number of years in service

Cuepacs is really a hard fighter, perhaps everyone should work in the civil service and watch their welfare being fought tooth and nail.

How come the deadline is 29 May and the boycott is on 1 May?

There’s another event on 29 May 2008 which is the Sambutan Hari Pekerja Sektor Awam in Putrajaya International Convention Center (PICC), where many of the Cuepacs members will be involved.

They’re boycotting this too. So the deadline makes sense.
