What is ePerolehan?

What is ePerolehan?
ePerolehan is an online procurement system that allows local entrepreneurs to register as suppliers for government offices. It also allows the government offices and agencies to procure products and services through a fast, web-based and electronic application.
4 modes of procurement are available in the system, namely Direct Purchase, Tender, Quotation and Contract Central. In 2005, more than 100,000 purchase orders (PO) amounting to RM1.08 billion were issued via the ePerolehan system. To date, about 40,000 suppliers are actively transacting via the system.
ePerolehan was established in 1999 as part of the MSC initiatives, and developed by Commerce Dot Com, a company partly owned by the government (through special share allocation). Considering that the company itself was started in the same year, it is safe to say the the ePerolehan is the earliest major project undertaken by them (Isn’t life easy to be awarded a big contract soon after starting company?).
The company admits to facing a lot of conflicts and challenges in the earlier days of project implementation, coupled with weak management and disintegrated coordination. They also found out that the system started suffocating even before half of the system was up. At the same time, marketing a completely new and robust system which is not familiar to many presented a daunting challenge.
However, the inception of ePerolehan was timely as to follow the trend of increasingly popular and robust online or web-based procurement system that is being implemented by other corporations in the private sector. Also, it marks as another commitment by the government to have ‘all things electronic’ in the government daily operation. The system continues to undergo upgrades and design improvements as well as enhancement in the infrastructure.
Just like filling up your information on e-Filing, Digital Signature and Digital Certification technology are implemented to ensure data integrity, security, authentication and confidentiality. Through ePerolehan’s electronic catalogue repository, entrepreneurs can create a virtual marketplace by placing their products and services information, where government procurement officers can view and select products to create an electronic requisition and order processing.
Interested entrepreneurs can register themselves as suppliers with the Ministry of Finance can do so via ePerolehan. The approval period now has been sped up from 3 months to average of 14 days. Same goes to the payment cycle - 14 days.
